Main Purpose of Job

This position, reporting to the Deputy Director of the Center for Cancer Prevention and Control, serves as the Manager of the Cigarette Restitution Fund Programs Unit in the Department of Health and Mental Hygiene (DHMH), and, at the level of a program manager, is responsible for organizing, directing, managing, and evaluating all activities and staff of the Unit.  This includes:  program operations (developing policies and procedures, managing operations, and coordinating activities of the program), technical assistance and grant monitoring, grant application development, budget preparation and monitoring, and other duties as assigned. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and four of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have at least three years of experience in the management of a direct clinical service public health program, including developing procedures and providing oversight and monitoring of provided services.  The preferred candidate will also have a Master's degree with an emphasis in Public Health or Public Administration.
