LOCATION OF POSITION

DHMH - Center for Cancer Prevention and Control, Prevention and Health Promotion Administration (PHPA), Baltimore, MD.

Main Purpose of Job

This position serves as the Program Manager of the Surveillance and Evaluation Unit within the Center for Cancer Prevention and Control in DHMH. This position is responsible for organizing, directing, managing, and evaluating the activities and staff of the Surveillance and Evaluation Unit; overseeing a complex program providing advanced epidemiological support for state and local stakeholders; and overseeing a vendor contract to provide epidemiology and database support. This position is responsible for the development, implementation, analysis, and evaluation of a statewide cancer behavioral risk factor survey report, as well as an annual cancer report. This position analyzes and evaluates outcomes of local health department cancer prevention, education, screening and treatment programs, and the Center for Cancer Prevention and Control programs as needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and four of which must have been at the managerial or supervisory level.

Notes: 1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired applicant should have experience in surveillance and evaluation in a public health setting, including experience in database management, data analysis, and the production of data reports. A degree with an emphasis in Public Health, Epidemiology, or Biostatistics is preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
