Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for the position of Administrator V - Fiscal Grant Specialist within the Office of the Secretary/EARN Maryland. This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

This position will be responsible for ensuring the effective and efficient functioning of budget, fiscal and procurement functions for the EARN Maryland program. This includes the development, implementation and monitoring of policies, procedures, and reporting systems which ensure compliance with State and Federal laws, regulations and guidelines regarding fiscal requirements.

POSITION DUTIES

Provides fiscal technical assistance to EARN Maryland program grantees, partners, and stakeholders;

Write and update fiscal policies and processes for all fiscal tasks;

Meet with grantees to review financials and offer guidance;

Provide fiscal training to program staff and grantees;

Prepare, process, and track grant funding documents for assigned grants and programs;

Prepare and analyze budgets; track and monitor budget/grant utilizationion and expenditures for grants and programs;

Manage contracts, payments, and revenues for assigned grants and programs;

Support Auditors and monitors in auditing/monitoring functions for assigned grant programs.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

Must be a current DLLR employee in the Office of the Secretary.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

The certified list will be used by DLLR for a period of one year.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
