Introduction

The Department of Labor, Licensing, & Regulation, Division of Workforce Development and Adult Learning is currently recruiting for Job Service Specialist II (Disabled Veteran’s Outreach Program) for the local One Stop Centers throughout Maryland.  Veterans who are not disabled will also be considered.  If you have a service-connected disability, you must submit a Disability Verification Letter or a VA Benefit Summary, which can be obtained by visiting https://www.ebenefits.va.gov/ebenefits/homepage and upload your verification with your job application.  This is a statewide recruitment and the resulting eligible list will be used to fill current and future vacancies throughout the State.  The list will be valid for one year.  All persons interested in this classification should apply at this time to be placed on the eligible list. Main Purpose of Job

To work with employers, eligible veterans, and other eligible persons to solve their employment needs in order to provide the highest quality employment and training services that will support the economic stability of the labor force, businesses and the community.

POSITION DUTIES

Provides services to eligible veterans specified in Title 38 United States Code (USC), Chapter 41 and Public Law 107-288 to expedite their entry into employment by:

Interviewing veterans one-on-one to assess skills and needs, and using the automated system to complete, review and update customer registration Identifying potential job matches of veterans’ skills with job qualifications

Referring qualified veterans to job openings by utilizing the automated system

Referring veterans to training and/or supportive services to improve their job readiness by utilizing community, training and educational resources

Giving vocational guidance counseling and disseminating labor market information to veterans to enable informed decisions on labor trends and economic conditions by using appropriate resource materials and automated systems

Developing job openings by conducting promotional telephone calls, emails, letters to market veterans’ skills

Demonstrating and instructing the usage of self-service resources and technology for veterans to improve their employment-related decisions by providing information and access to automated systems

Providing case management services to veterans by following established case management procedures as promulgated by the National Veterans’ Training Institute according to Department of Labor (DOL) standards

Interviewing veterans with significant barriers to employment (SBE) one-on-one to assess skills and needs, and using the automated system to complete, review and update customer registration

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in the field of workforce development, taking job orders, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability.

Note:

1. Education at an accredited college or university may be substituted for one year of the required experience at a rate of thirty credit hours for each year of experience.

2. Active duty military recruiting experience or career counseling experience may be substituted on a year-by-year bases for the required education.

SELECTIVE QUALIFICATIONS

Must be a veteran who has served in the U.S. Military.

DESIRED OR PREFERRED QUALIFICATIONS

Service connected disability preferred.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

Applications that meet minimum and/or preferred qualifications will be referred to the hiring unit for interview selection.  Units will select those candidates most closely demonstrating the qualifications for interview. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  RESUMES ARE NOT ACCEPTABLE AND WILL NOT BE CONSIDERED IN THE EXAMINATION PROCESS.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

FURTHER INSTRUCTIONS

Military Veterans may qualify for additional bonus points towards certification.  A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
