Introduction

This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future vacancies within Department of Public Safety & Correctional Services DPSCS.

Main Purpose of Job

To oversee the daily operations of the Private Provider program that allows private businesses to electronically submit fingerprints to CJIS for applicant identification and which provides fingerprinting services to individuals seeking criminal records checks, along with the five Motor Vehicle Administration facilities that are located around the state which provide services to individuals seeking hazardous materials endorsements.

POSITION DUTIES

Independently plans, develops, conducts or supervises the conduct of studies and analyses of agency programs, organizations, procedures or systems;

Formulates final reports and effective recommendations based on analyses conducted;

Prepares or supervises the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts;

Supervises or assists in the supervision of specific programs, sub-programs or operational units;

Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources and projected program needs;

Participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion;

Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations;

Advises departmental officials regarding administrative practices, procedures or policies;

Coordinates inter-agency transactions and provides liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies;

May provide assistance to a higher-level administrator in the formulation and preparation of an agency's budget or portions thereof;

May supervise professional, technical, or clerical staff;

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Qualified applicants must possess one year of experience coordinating, consulting, directing and monitoring external operational business entities.

DESIRED OR PREFERRED QUALIFICATIONS

Proficient in creating documents using Microsoft excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
