Main Purpose of Job

Under the direction of the Director of Communications and the Media Relations Director, the Public Information Officer I is responsible for coordinating the daily activities of all Department of Health and Mental Hygiene (DHMH) social media channels in collaboration with programmatic staff to ensure that social media goals are met. Social engagement goals include a transparent dialogue with stakeholders and other interested parties about the initiatives and programs of the Department. The Public Information Officer I will coordinate most social media activities including posting information on social media accounts (Facebook, Twitter, YouTube, etc.), responding to comments, enforcing policies, troubleshooting issues and notifying leadership of topics of interest or concern. In addition, the person will support all other activities in the Office of Communications. Responsibilities include: media relations -- assessing and prioritizing incoming media inquiries; ensuring that appropriate personnel provide timely and accurate responses; providing public relations consultation to the Governor's Press Office and all administrations and offices within DHMH including Boards, Commissions and local health departments; researching and writing talking points, briefing memos, and press releases for all areas of the Department and the Governor's Press Office; planning and assisting with DHMH and Governor Office events, coordinating with external public relations agencies and health care partners in preparation of DHMH media campaigns; managing the DHMH Home page and Newsroom websites; and other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects; English, journalism, public relations, writing or other similar and related courses. A copy of your transcripts displaying the required coursework must accompany your application (transcripts may be unofficial).

Experience: Two years experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Note:

1. Additional experience as defined above may be substituted for the required college education on a year-for-year basis.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Qualified candidates must possess at least one year of experience that involved analysis of social media platforms using social media metrics to determine/produce tailored, effective messaging campaigns.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in conversational Spanish and be able to conduct media interviews, employee briefings, and perform multiple tasks under deadline pressure.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
