LOCATION OF POSITION

This position is within the MD Department of General Services, Facilities Operations & Maintenance, Annapolis Public Buildings & Grounds Division located in Annapolis, MD.

Main Purpose of Job

The main purpose of this position is to manage and direct the activities of the Occupational Safety and Health Program for the Annapolis Capital Complex. To ensure the health, safety and welfare of the employees and the general public utilizing the facilities within the Complex.

POSITION DUTIES

The employee is responsible for managing a decentralized, comprehensive safety program to protect the well-being of agency employees, private-sector employees, and the general public who utilize agency facilities found at various locations throughout the State. In this regard, the incumbent is required to implement and enforce, through a subordinate staff of Agency Health and Safety Specialists, Federal and State occupational safety and health standards and regulations, as well as the Maryland Fire Prevention Code. This person is accountable for the planning and directing of measures for the alleviation of safety deficiencies. Moreover, the employee serves in a liaison capacity with representatives of the State Fire Marshall’s Office, local civil defense authorities, area police and fire departments, private contractors and tenants, and the State Division of Labor and Industry of the Department of Licensing and Regulation and consults with these individuals on technical matters relating to the agency's safety program and policies. The work also entails frequent contact with agency and private-sector employees at all levels to bring about the satisfactory resolution of safety problems and to promote safety consciousness and voluntary compliance with sound safety practices.

Duties for this position include but are not limited to:

- Inspect all DGS facilities for compliance with the existing Occupational Safety and Health policies.  Document any discrepancies in policies, determine and recommend corrective measures and follow up on implementation. 

- Respond to complaints of safety violations and hazards, schedules evacuation drills and fire drills at the facilities and responds to all emergency situations keeping the agency head apprised of findings.              

- Investigate employee and citizen accidents and injuries occurring at DGS facilities. Compiles reports and forwards to appropriate agencies.  Monitors medical progress on injuries until case completion.

- Maintain reports, records, investigations, safety programs and other correspondence in a computerized data base.

- Oversees all aspects of asbestos handling to include: coordinate training, track employee status in program, repair of equipment and removal and patch operations.

- Supervise and monitor the service and inspection contractors for maintenance of fire protection systems and elevators.

- Instructs all employees on safety, fire and accident prevention and the safe use of hazardous materials, machinery and equipment.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from a standard high school or possession of a high school equivalence certificate.

Experience: Four years of experience in occupational safety and health inspection or occupational health and safety program management.

Note: Additional education at an accredited college or university with a concentration in fire protection/science or occupational health and safety technology may be substituted for the required experience on a year for year basis up to a limit of two years.

DESIRED OR PREFERRED QUALIFICATIONS

Applicants with knowledge and/or experience in fire and emergency systems, safety training and air quality testing, are preferred.

Applicants with First Aid certification are desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Persons appointed to these positions must have telephones in their homes so that they may be contacted at any time.

2. Persons appointed will be subject to call twenty-four hours a day.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
