Main Purpose of Job

This position serves as an Epidemiologist II in the Center for HIV Surveillance, Epidemiology, and Evaluation (CHSEE) in the Office of Infectious Disease Epidemiology and Outbreak Response (OIDEOR). The Center is responsible for collecting, processing, and investigating reports of HIV infection, AIDS diagnoses, and HIV perinatal exposures across the state of Maryland, and for generating information and statistics about the HIV epidemic. The Center seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of programs targeting the HIV/AIDS epidemic.

The main purpose of this position is to provide project coordination and epidemiological analytic support to the Center for management and active use of perinatal, adolescent, and adult HIV surveillance data. This position will support the formulation, modification, and implementation of the HIV surveillance system's quality assurance program. This position will also coordinate HIV perinatal projects across centers, implementing activities between HIV surveillance, prevention, and care programs, and analyzing and reporting HIV and AIDS statistical data. While this will be implemented in collaboration with other centers and staff, this position is expected to plan, implement, monitor, and evaluate the use of HIV perinatal surveillance data and active HIV perinatal surveillance methods to support center staff in the collection, reporting, and usage of accurate and timely data to track mother-baby pairs to improve connection to HIV treatment and care and decrease HIV transmission to their unborn children.

Overall duties include data management, data analysis, report writing, presenting data, and making recommendations for improving existing systems. It requires a thorough and extensive knowledge of HIV epidemiological research and analysis methods. Information derived from these activities will enhance the development and implementation of HIV prevention and treatment programs in affected population subgroups.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: Two years of experience in designing and conducting epidemiological studies and investigations for disease surveillance as an epidemiologist subsequent to receipt of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science  classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required experience and education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
