Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for two Internal Auditor positions in the Office of Program Analysis and Audit.

The certified eligible list established for this recruitment will be in effect for one year and may be used for similar positions in this or other State agencies.

Main Purpose of Job

The primary function of this position is to perform financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results. This position is also responsible to prepare draft audit reports expressing an opinion on an entity's financial integrity, adequacy and efficiency of operations, sufficiency of internal controls or compliance with applicable laws and policies and recommending corrective action to resolve deficiencies.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

DESIRED OR PREFERRED QUALIFICATIONS

IT experience, ability to use office equipment, automated data processing information systems, personal computers and software related to auditing are preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.  Candidates will remain on the list for a period of one year and will be referred to the hiring unit for interview selection.  Hiring units will select those candidates most closely demonstrating the qualifications for interview.

FOREIGN EDUCATION:  for all education obtained outside the U. S., you are required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
