Main Purpose of Job

This position serves as a Project Manager responsible for leading and directing the work of others relative to the Department of Human Resources (DHR) project planning, execution, and performance within the Office of Technology and Human Services (OTHS). The incumbent in this position manages the installation, maintenance and administration of infrastructure and enterprise-wide systems, procurement of equipment, and the acquisition of resources to include servers, cross-platform applications, enterprise-wide databases and network, hardware and software, technical troubleshooting, problem resolution, and training for enterprise systems; coordinates, manages, oversees and completes projects within the Information Technology Department to include enterprise and operational initiatives, new systems and technologies; focuses on meeting project commitments; and communicates with sponsors, stakeholders, both internal and external by building and maintaining working relationships with team members, vendors and other departments.

POSITION DUTIES

Plans and prioritizes tasks, identifies deliverables, sets deadlines, assigns responsibilities, monitors, and summarizes progress of projects; identifies, monitors, resolves issues and mitigates risks; prepares and creates status reports for projects and operational initiatives; conducts Performance Planning and Evaluation Programs (PEP’s); manages project budget and resource allocation; prepares budget requests for fiscal year funding and document justifications to acquire resources (staff, hardware, software, licenses, etc); ensures that staff participates in required Skillsoft training; reviews Remedy trouble tickets daily to ensure they are assigned, accurately updated, and customer needs are being met based on random supervisory review; plans, analyzes, and executes multiple cross-functional enterprise network projects based on a project management methodology; provides status reports of task/projects in progress, items of concern, accomplishments, and next steps to Technical Services Director; responds to customers inquiries within a specified time frame; participates in management of IT inventory by maintaining  all software and hardware in the identified IT storage area and documenting life cycle activities to include acquisition, deployment, maintenance, return, disposal, and donation of all IT computer assets to prepare them for pickup by vendors; conducts the shipping and receiving of IT related equipment in accordance with OTHS asset management procedures; participates and completes required departmental training; establishes LAN standards and operating procedures; conducts team meetings to review all assignments, projects direction, policies, procedures, problems and concerns; and provides technology review or product demonstration of Webinar, Technology Conference, User Groups, and Seminars.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university in public administration, business, technology, computer science, or a related field.

Experience: Seven (7) years of experience in IT project or program management. Five (5) years implementing enterprise wide technology projects in the public sector and managing multiple projects long and short term. A minimum of four (4) years of this experience must have involved the supervision other employees and/or exercising for program development.

Notes:

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate-level education at an accredited college or university may be substituted for the required general experience at the rate of thirty semester credit hours for one year of the required general experience.

The ideal candidate will possess the following:

A Master’s degree in public administration.

IT Infrastructure Library (ITIL) v3 certification.

Strong time management, priority setting, and problem-solving skills.

Strong organizational skills.

Ability to prioritize and multi-task effectively.
