Main Purpose of Job

This position is the full performance advanced level of work designing, developing, testing, implementing and maintaining applications systems and programs using third generation or other generally accepted computer programming languages. This position will work directly with MDE business Programs to create application systems for collecting, displaying, and reporting of environmental permitting, compliance and enforcement data and collection of financial data collected for fines, fees, and penalties. This is a technical position responsible for consulting with systems users to plan, develop, evaluate and revise application systems for the Department. This position will prepare conceptual designs of proposed new or revised applications systems, prepare technical application systems designs and project specifications, code programs using third generation or other generally accepted computer programming languages, use specialty software to perform utility routines, develop and assemble systems documentation, implement applications systems, perform emergency maintenance on applications systems and perform other related duties. This position is responsible for training, assigning tasks, reviewing and approving the work of an IT Programmer Analyst II. This position develops and maintains SharePoint automated workflow processes and manages libraries, lists, and content structure. This position works with other division of OIMT to ensure that application systems maintain optimal security, availability and performance.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of the above required experience must be in web development.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following:

  • Experience designing, developing, testing, implementing and maintaining web application systems and software using Visual Studio 2010 or later and .NET Framework 4.0 or later. Include the versions of Visual Studio and .NET you used and the name of the employer.
  • Experience using C#, VB.NET, JQuery with ASP.NET and ADO.NET.
  • Experience with SharePoint 2007 or greater.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
