Main Purpose of Job

The Department of Information Technology (DoIT) is seeking a candidate to assist in the management of the Financial Management and Information Systems (FMIS) section within the Application Systems Management Division (ASM). This position is responsible for managing assigned resources to : develop and maintain key business applications supporting FMIS processes; assist in the identification, acquisition and implementation of applicable technologies to cost effectively perform required functions; support on-going operational activities through ad-hoc report generation, issue resolution and customer support. This position will assist the FMIS Director in managing the key financial management system and associated applications (both development and maintenance) for DoIT. This position is responsible for the delivery of current financial application R*STARS and procurement application ADPICS, ensuring customer operational and financial needs are met. This position will work with the FMIS Assistant Director to collaborate with customers, and other DoIT and state managers to assist in the development of strategies for DoIT financial applications, long-term planning and goals, optimized software development process, and establish user needs. This is a management service position that will serve at the pleasure of the appointing authority.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Bachelor’s degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field, or Business Management to include course work in database management systems.

Experience:  Three (3) years management experience planning, designing, developing, testing, implementing, maintaining and supporting database management applications combined with knowledge of project management methodologies and system analysis in an IBM mainframe environment.  Ability in maintaining software configuration managements systems and skill in developing and maintaining change control practices for software applications and IT projects.

Three (3) years experience supervising employees in a multi-unit information technology environment.

Three (3) years experience implementing and maintaining computer application systems and programs in a mainframe environment using: COBOL, JCL, Procs, CICS, DB2 (or equivalent RDBMS).

Knowledge of Microsoft SQL Server, SQL, C# or VisualBasic

Notes:

The above experience can be substituted on a year for year basis for the required education.
