Main Purpose of Job

The main purpose of this position is to design, develop and implement database management systems and assist in technical architecture management, as well as assist with system application enhancements for the Maryland Immunization Registry Program's ImmuNet Immunization Information System (IIS), a statewide system housing patient immunization records for patients of all ages. This position will also provide technical assistance with the implementation of interfaces to Maryland health providers and their Electronic Health Record (EHR) vendors for the purpose of performing ongoing immunization data exchange via HL7 messaging, and will monitor these interfaces for any interruptions in data exchange. This will require follow up with provider data exchange contacts, updating various program tracking tools and following program quality assurance (QA) protocol. This position will implement real-time, bi-directional HL7 interfaces via SOAP web services, as well as the utilization of other data transport methods such as SFTP. The incumbent will also assist the Immunization Registry Coordinator and Assistant Coordinator with programmatic duties and user support services when needed.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in database management systems.

Experience: One year of experience designing, developing, implementing, maintaining and controlling database management systems for computers.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate plus thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in database management systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have knowledge of/experience with Immunization Information Systems (IIS), Electronic Medical Records (EMR) and/or HL7 messaging and be able to provide technical assistance to health care provider data exchange contacts to enable real-time, bi-directional HL7 interfaces between EHRs and Maryland's IIS, ImmuNet.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
