Introduction

The State Treasurer’s Office is responsible for procuring and managing financial services and needs for all State of Maryland agencies. As the custodian for all of the State’s cash assets, our agency controls oversight for all State agency depository and disbursement accounts, lockbox services, merchant account services, agency working funds, trust and escrow accounts, etc.

This is a position specific recruitment for the MD State Treasurer's Office.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position serves as the Banking Systems expert, and is responsible for work that is highly technical and uniquely specialized to treasury, cash management, and the financial services industry. As a banking technology specialist, this position keeps the best interest of State financial operations as its principal focus while executing secure practices and procedures.  The Banking Systems position will be responsible for automating the bank account reconciliation system, the bank account management system, and the account analysis system which includes working with multiple commercial banks and may include working with outside vendors for off the shelf products or working with the Treasurer’s Office IT Department to develop in-house bank account reconciliation system, bank account management system and account analysis system. This position will also coordinate with the Treasurer’s Office IT Department and financial service vendors in order to integrate banking program goals with in-house operating platforms and external financial applications, such as Clearing House Interbank Payments System (CHIPS), Society for Worldwide Interbank Financial Transfer (SWIFT), and Systemically Important Payment Systems (SIPS).  The Specialist is responsible, directly and as a liaison, for the design, development, testing, implementation, and maintenance of database tables, application and system interfaces, and program upgrades to further the overall mission of the Banking Services Division – “to provide efficient, accurate, and timely banking services to all State agencies and external customers.”   As the State’s liaison, this position will be a pivotal player in creating interfaces with commercial banking systems and promoting straight-through processing between banks and the State.  This position has diverse roles; duties range from high level to low level and tasks vary from unpredictable and innovative to repetitive, everyday banking tasks.

POSITION DUTIES

  • Serves as technology liaison for new and existing banking services provided by vendor banks, implemented at other State Agencies, Treasury IT, and interfaced through the Treasury Banking department.
  • Plans, designs and runs interface scripts to import various files from State contracted Depository, Disbursement and Agency Banks into compatible formats in order to provide usable data for Treasury Banking employees to be able to complete reconciliations 1) from bank to in-house accounting system (lead role), and 2) from in-house accounting system to State accounting system (advisory role to Treasury IT Division).
  • Monitors transactions processing technology in order to ensure Treasury Banking is current with vendor bank and Agency technology; designs improvements and writes technical procedural documents to import and export processes in order to ensure operations remain efficient.
  • Monitors business trends and recommends creation for future automated processes in order to improve operational controls, efficiency and accuracy. Ensures integrity and security of sensitive/confidential transmitted data.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet both the selective qualifications to be considered.  Include clear and specific information on your application regarding the qualifications.

1. Two of the required years of experience must be work specifically in the commercial banking industry with hands-on, technical, back-office experience involving the processing of financial transactions on commercial banking platforms (e.g., controlled disbursement, remote deposit, payee positive pay, positive pay, EFT, ACH, Fedwires, merchant services, electronic payments, digital disbursements, and pay card).
2. One of the required years of experience must be work specifically in the handling of BAI files, AFP Codes, and EDI 822 files.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualifications.

  • Experience supporting a Treasury Department, a Bank Reconciliation Department or an Electronic Funds Transfer Department
  • Familiarity with IBM i5 or AS/400 mid-range system,  and/or RPG programming
  • Experience leading a financial systems or application migration, process migration, and/or data migration
  • Experience exercising appropriate judgment and managing multiple projects and priorities in a demanding environment.
