Introduction

The State Treasurer’s Office is responsible for procuring and managing financial services and needs for all State of Maryland agencies. As the custodian for all of the State’s cash assets, our agency controls oversight for all State agency depository and disbursement accounts, lockbox services, merchant account services, agency working funds, trust and escrow accounts, etc.

This is a position specific recruitment for a Banking Systems Technology Specialist in the Treasury Management Division of the MD State Treasurer's Office.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position performs work that is highly technical and specialized specifically in the banking industry, who will serve as the technology systems specialist for Treasury Banking Services. As a Banking IT specialist, this position keeps the best interest of State banking operations as its principal focus while implementing secure technology methods and standards within the constraints of the State. It is responsible, directly and as a liaison, for the design, development, testing, implementation, and maintenance of database tables, applications, systems, and program upgrades to further the overall mission of the Banking Services Division - to provide efficient, accurate, and timely banking services to all State agencies and external customers. This position is the key coordinator, on behalf of the State, for managing information technology systems and applications across the entire arena of statewide banking services; performs continual system analysis, program procedures and control updates, security measures, privacy issues and transaction audit trails. This position serves as a system administrator for various State-contracted banks' systems which are utilized by STO Banking Services as well as State agencies. This position also provides the Banking Services Division with specialized technical support and customization for Agency-tailored applications, databases, etc. in order to support State banking operations. This position also serves as the project manager in matters related to technology and financial/banking services, and assists management with business decisions regarding future directions, systems/applications/software, customization, implementation and training across State agencies.

POSITION DUTIES

Banking IT Systems Specialist Serves as IT liaison for new and existing banking services provided by vendor banks, implemented at other State Agencies, STO IT, and interfaced through the STO Banking department.  

Electronic Assistance for STO Banking Operations Plans, designs and runs interface scripts to import various files from State contracted Depository, Disbursement and Agency Banks into compatible formats in order to provide usable data for STO Banking employees to be able to complete reconciliations 1) from bank to in-house accounting system (lead role), and 2) from in-house accounting system to State accounting system (advisory role to STO IT). 

Electronic Upgrades for Transactions Processing Monitors transactions processing technology in order to ensure STO Banking is current with vendor bank and Agency technology; designs improvements and writes technical procedural documents to import and export processes in order to ensure operations remain efficient.

Project Manager for Automated Processes Improvement Monitors business trends and recommends creation for future automated processes in order to improve operational controls, efficiency and accuracy. Ensures integrity and security of sensitive/confidential transmitted data.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

SELECTIVE QUALIFICATIONS

Two of the required years of technical IT experience must be specifically dealing with financial/banking transactions platforms.

DESIRED OR PREFERRED QUALIFICATIONS

  • Hands on technical experience with controlled disbursement, remote deposit, payee positive pay, positive pay, EFT, ACH, Fedwires, merchant services, and/or banking platform issues
  • Experience specifically in commercial banking industry
  • Experience working with IBM i, i5/OS, and/or OS/400 platforms
  • Experience leading a financial systems or application migration, process migration, and/or data migration
  • Experience exercising appropriate judgment and managing multiple projects and priorities in a demanding environment.
