POSITION DUTIES

This is a lead position in the Revenue Administration Division, Electronic Processing Section. The incumbent of this position will assist the e-File Unit by training and leading IT Functional Analysts to test, monitor, control and process the flow of electronic returns, magnetic media and associated documents which are downloaded from the outside network to the processing system. The incumbent will provide assistance to electronic preparers, employers, and payroll companies in transmitting their annual wage and reconciliation data. The incumbent will train and assist the team in sending, receiving, and documenting data between the Revenue Administration Division and other State agencies and the federal government.

Please note: This position is required to work overtime hours during the evenings and on the weekends.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

 Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

 Notes:

  1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.
  2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience and knowledge of Job Control Language (JCL), FILE-AID and SYNCSORT
  • Experience training employees on the functionality of complex computer applications
  • Experience in reading and writing technical specifications relating to data flows
  • Experience in analyzing and troubleshooting problems and making recommendations for correction
  • Experience in testing and establishing test plans
  • Experience and knowledge of tax return preparation and processing
  • Good verbal and written skills and experience communicating with technical customers (programmers, vendors) and non-technical customers (employees, payroll companies)
  • Ability to work under pressure or in situations where priorities change

Qualifying applicants are subject to an oral interview.  Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.  Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period.  This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
