Main Purpose of Job

The Fiscal Accounts Technician Supervisor is responsible for the timely processing of invoices for payments by the State Treasurer for improvement of public education and employment of the disabled.

Supervises Fiscal Accounts Clerks, Fiscal Accounts Lead Worker and Fiscal Accounts Technician.

POSITION DUTIES

Receives batches of invoices from Accounts Payable Headquarter clerks and Workforce Technology clerks which have been interfaced from ADPICS to R*STARS, ensuring that all work is processed within the guidelines set by the State Comptroller’s Office.

Supervises, coordinates and oversees all duties of the fiscal accounts clerks, fiscal accounts lead worker and fiscal accounts technician. Serves as spokesperson for processing problems with the Comptroller’s Office, which would include questions about compliance with Comptroller’s Office regulations.

Processes requests from and to Bank Services for the replacement of lost and stale dated checks. Also, requests cancellation of duplicate checks. Answers vendor inquiries concerning the status of their invoices, payment date of invoices, short payment of invoices, etc.

Provides back-up for transmitting files of other batch agencies whenever personnel for those agencies are not available.

Meets with professional fiscal staff and program managers to discuss and resolve accounting issues.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s):

Knowledge of the State of Maryland’s Financial Management Information System (FMIS).

Experience in Microsoft Word and Excel.

Supervisory experience.
