Introduction

THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE GENERAL ACCOUNTING DIVISION OF THE COMPTROLLER OF MARYLAND.

POSITION DUTIES

Fiscal Accounts Technicians in the Pre-Audit section audit the invoices submitted by state agencies for payment to vendors, and oversees the processing and final approval of more than 2,000,000 invoices annually, totaling approximately $35 billion. The incumbent of this position assigns and reviews the work of the Fiscal Accounts Technicians, which includes training staff and evaluating performance based on office standards. This position, in close coordination and cooperation with the program and administrative unit managers of all state agencies, ultimately assists vendors of the State of Maryland in obtaining proper and timely payments, by ensuring that the work processed by the fiscal accounts technicians is accurate and consistent with state law, regulation and policy.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

NOTES:

  1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.
  2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Ability to plan, coordinate, supervise and evaluate the work of Fiscal Accounts Technicians
  • Ability to establish and maintain effective working relationships with agency fiscal staff, program managers, grantees and representatives of fiscal control agencies
  • Experience in auditing and the review of invoices
  • Extensive knowledge of applicable laws, regulations and procedures

Qualifying applicants are subject to an oral interview.  Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.  Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period.  This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
