Main Purpose of Job

To provide assistance to the Director of Accounting Operations in all aspects of the operation of the Department's Headquarters Accounting Operations Office. The incumbent is responsible for providing accounting and budetary expertise to the operating units of the Office of the Secretary and Consolidated Agenices, and Captial Projects (Financial Agency 603).

POSITION DUTIES

Provides routine supervision of accounting and clerical staff of the Accounting Operations Unit in the areas of: Accounts Payables, Accounts Receivables, Cash Receipts, Payroll, Leave Keeping, Working Fund Management, Account Analysis and Reconciliation, and Journal Entry Preparation. This includes operating and capital funds.

Provides routine guidance to Fiscal Officers of the Department, relating to accounting matters.

Regularly analyzes various accounts and makes adjusting journal entries when necessary.

Assists in the Departmental year end closeout of the financial accounts, which include:

  • Assisting in the development of departmental training and serving as an instructor for a portion of the training
  • Assisting the Director in conducting closeout review meetings with the Department's Fiscal Officer's, by analyzing closeout documentation to ensure compliance with Generally Accepted accounting Principles (GAAP), the Comptroller's General Accounting Division (GAD) and Department of Budget and Management (DBM) rules, regulations, and procedures. Additionally, prepares certain  schedules which GAD requires to be submitted as part of the closing package.
  • Assists the Director in compiling documents and answering audit inquires in connection with the annual Office of Legislative Audits (OLA) year end closeout audit and the Independent Auditor's audit of the State's Annual Financial Report. Assistance is also provided in answering OLA inquiries related to various compliance audits.

Monitors and provides performance evaluations of the Accountant Supervisor I.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor's degree in accounting from an accredited college or university, or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credits in auditing.

In order to meet this educational requirement an unofficial copy of your transcript must accompany your application.

Experience: Four years of professional experience examining, analyzing and interpreting financial/budget systems, records and reports.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant, or a master's degree in accounting or MBA from an accredited college or university may be substituted for one year of the required experience.

SELECTIVE QUALIFICATIONS

Two years of experience supervising professional accountants.

LIMITATIONS ON SELECTION

This position is limited to current; contractual or permanent State of Maryland Employees only.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
