Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR)  is accepting applications from DLLR/Office of Budget and Fiscal Service  qualified candidates only for the position of Fiscal Services Administrator III.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position, Chief of General Accounting, is to oversee the accounting and reporting for the Department of Labor, Licensing and Regulation (DLLR) to include accounting and reporting for state, federal and special funds. This position oversees general accounting, cash management, cash forecasting, financial reporting, working fund, payroll  and accounts payable.

POSITION DUTIES

This position oversees the Accounts Receivable and Accounts Payable functions of the department; supervises the operations of the working funds of the department; ensures internal compliance with generally accepted accounting principles (GAAP) and State/Federal policies and procedures; responsible for coordinating the operation of the Department's complex automated cost accounting and comprehensive financial management information system; responsible for addressing all audit findings from federal, state and independent auditors and for implementing the necessary corrective actions to eliminate the audit exception; lead for fiscal year end closing; and other related duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two (2) years of State service  with experience in Fiscal Year End Closing multiple funds using RSTARS and ADPICS; knowledge of Grants; Grant Monitoring of Federal and State Grant Accounts; revenue reconciliation and at least two (2) years of supervisory experience.
