LOCATION OF POSITION

This position is within the Procurement & Logistics Division, for the MD Department of General Services, located at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The Financial Compliance Auditor II will be responsible for work examining and analyzing the business records and accounting systems of the Department of General Services (DGS), eMaryland Marketplace (eMM) program, vendors, businesses or other entities to verify reliability, accuracy and compliance with generally accepted accounting principles and with statutes or contract provisions. The Auditor will focus on compliance by both buyers and vendors using the eMM system, to ensure that State regulations are being followed and upheld. The Auditor will also be responsible for performing audits in other areas of DGS, to include preparing audit plans, conducting audits, and preparing audit reports. The audits are performed independently or as a member of an audit team. This position is responsible for creating, maintaining, and updating all internal audit programs as directed by the Secretary and Deputy Secretary and for the independent and objective internal audit testing and analysis of results. The Internal Auditor reports all findings to the Secretary, Deputy Secretary, and Program Manager.

POSITION DUTIES

 

A Financial Compliance Auditor II is the full performance level of work examining and analyzing the business records and accounting systems of a State agency, grantee, business or other entity to verify reliability, accuracy and compliance with generally accepted accounting principles and with statutes or contract provisions. The audits are performed independently or as a member of an audit team.

Employees in this classification do not supervise. Employees in this classification receive general supervision from a Financial Compliance Auditor Supervisor or other designated administrator. Technical guidance may be received from a Financial Compliance Auditor, Lead. The work may require extended travel both in and out of State.

Duties for this position include but are not limited to:

  • Performs financial and compliance audits of the State agency, eMaryland Marketplace program, vendors, and entities;
  • Evaluates the adequacy and effectiveness of the agency’s internal controls;
  • Develops specific audit work plans;
  • Examines manual or automated records and conduct interviews;
  • Reviews and verifies documentation regarding material assets, net worth, liabilities, income and expenditures;
  • Inspects postings and entries in automated or manually maintained financial records;
  • Verifies automated or manual journal and ledger entries of cash receipts and check payments, purchases, expenses, payroll and trial balances;
  • Identifies exceptions to generally accepted accounting principles, noncompliance with pertinent laws, regulations and contract provisions and to determine any funds that may be owed to the State;
  • Prepares work papers to document findings;
  • Participates in pre-audit conferences with management and employees of the audited entity;
  • Performs special audits and investigations as required;
  • Attends courses and seminars in auditing techniques and procedures and in changes and revisions to pertinent laws and, regulations;
  • Participate in legislative audit coordination and follow-up;
  • Perform reviews of financial statements and audit reports prepared by outside auditors of Certified Public Accountants;
  • Explain and defend audit findings at informal and formal appeals and exit conferences;

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Two years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to accept employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The list will be valid for at least one year and may be extended.  The list will be used by the hiring agency to select employees.

You must possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time you spent in such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
