Main Purpose of Job

This is the Lead level position of child support work. This position trains lower level child support specialists responsible for providing location, establishment, fiscal and enforcement services to child support customers in accordance with Federal, State and Local child support policies, procedures and guidelines. The Child Support Specialist Lead assigns, reviews and approves the work of lower level child support specialists; performs and monitors all duties associated with the processing of funds for the agency and has direct impact on all performance-related issues of collections and disbursement for the agency. The person in this position will be required to assume the responsibility of the team in the absence of the supervisor.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Advanced level of mathematics sufficient to calculate child support payments, assess payment records and make account adjustments.
  • Ability to assume responsibility of the team in the absence of supervisor. Ability to train lower-level Child Support Specialists.
  • Ability to compile statistical data.
  • Ability to communicate effectively in child support matters with custodial and non-custodial parents, family members, judges, attorneys, court personnel, employers, financial institutions, health insurance carriers and any other parties who have an interest in child support matters.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

If you are in state service and are a promotional candidate, your salary will be determined in accordance with State of Maryland Salary Guidelines.

EXAMINATION PROCESS

The assessment will consist of a rating of your education, training and experience relating to the requirements and the preferred qualifications of the position.  Therefore, it is important that you provide complete and accurate information on your application.  Successful candidates will be placed on the employment (eligible) list for at least one year. 

The resulting eligible list may be used for future vacancies with this agency and other state agencies.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
