Main Purpose of Job

The Child Support Specialist Lead Worker supports and assists the Child Support Specialist Supervisor with coordinating the work of a team of Child Support Specialist I/II's. The lead worker position assigns, reviews, approves the work, and trains lower-level Child Support Specialist I/II's who investigate and analyze child support cases and initiate appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with applicable Federal and State laws, rules and regulations.  The lead worker must have a working knowledge of all Federal and State regulations, governing paternity establishment, UIFSA, support establishment and enforcement of child support cases.

POSITION DUTIES

Initiates, prepares and monitors cases for the purpose of enforcing and modifying out-of-state child support orders and utilizing the interstate process.  Locates and relocates non-custodial parents upon determining if location is required.  Supports and assists the Child Support Specialist Supervisor in assigning reviewing and approving the work of a team of Child Support Specialist I/II's.  Assist the supervisor with staff training regarding policy and procedures.  Serves as technical expert for the team and manages complex cases as assigned by the supervisor.  Assists Child Support Specialist I/II's in investigating and resolving disputes resulting from license suspensions, tax intercepts, earning withholding orders and other remedies used to enforce and collect child support.  Analyzes income and asset data to determine if it meets the garnishment criteria to include, but not limited to FIDM.  Reviews Undistributed Collections Report and takes appropriate action to ensure funds are properly distributed.  Prepares court dockets, attends court hearings and dispositions the court docket.  Updates the court calendar using the Child Support Enforcement Computer System (CSES) to ensure all cases are listed on the calendar prior to hearing date.  Negotiates voluntary agreements for payment of child support and liquidation of arrears with custodial and non-custodial parents in accordance with State regulations and guidelines.  Maintains and updates case information in CSES.  Performs other related duties.  Travel between work site and courthouse will be required.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Knowledge of basic mathematics sufficient to calculate child support payments and assess payment records.

Ability to assume responsibility of the team in the absence of supervisor.

Ability to assist with training lower-level Child Support Specialists.

Ability to compile statistical data.

Ability to communicate effectively in child support matters with custodial and non-custodial parents, family members, judges, attorneys, court personnel, employers, financial institutions, health insurance carriers and any other parties who have an interest in child support matters.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

If you are in state service and are a promotional candidate, your salary will be determined in accordance with State of Maryland Salary Guidelines.

EXAMINATION PROCESS

The assessment will consist of a rating of your education, training and experience relating to the requirements and the preferred qualifications of the position.  Therefore, it is important that you provide complete and accurate information on your application.  Successful candidates will be placed on the employment (eligible) list for at least one year. The resulting eligible list may be used for future vacancies with this agency and other state agencies.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
