Main Purpose of Job

The selected incumbent of this vacancy is responsible for the processing of applications for Controlled Hazardous Substance (CHS) facility permits.  The position requires the application of engineering principles and the use of engineering judgment in evaluating the ability of permit applicants to safely manage hazardous waste.  The position compares information in permit applications with technical and administrative standards specified in the State's regulations to determine whether the operation, as proposed, will be in conformance with regulatory requirements.

The position is also responsible for technical reviews associated with implementation of corrective action for contamination at permitted hazardous waste facilities, and review of periodic groundwater monitoring information.  The position is required to process permit applications in accordance with statutorily-required administrative procedures associated with permit review and issuance.

Regulatory and Compliance Engineer/Architect I is the entry level of engineering or architectural work in the analysis and evaluation of construction, operational or industrial projects and processes in pollution control, waste remediation, resource conservation, environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods. Employees in this classification do not supervise other Regulatory and Compliance Engineers/Architects. Employees receive close supervision from the Regulatory and Compliance Engineer/Architect Supervisor or other designated official. Employees may be required to work evenings and weekends and to attend public meetings and hearings. Employees may be subject to call-in for emergency situations, such as operational accidents or natural disasters. The work may require traveling throughout the State to construction sites, physical facilities, permit or industrial operational sites where conditions may be noisy, dirty and uncomfortable. The work may require use of safety equipment, such as protective clothing, eyewear, gloves and respirators. Employees may be exposed to physical hazards, such as toxic materials and fumes, asbestos, lead particles and falling debris.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.

 2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess a degree in environmental, civil or chemical engineering.  Microsoft Office experience is desired. PLEASE INDICATE ON YOUR APPLICATION IF YOU POSSESS THESE PREFERRED QUALIFICATIONS.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered. It is imperative that you give complete information on your application. Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

The examination will consist of a rating of your training and experience as they relate to the needs of the position. Candidates will be placed on the employment list categorized as BEST QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.

This list will be used by the hiring agency to select employees. You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority.

If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.

Permanent State employees may also complete necessary experience based on the number of hours worked per week. You must include on your application the time in such activity.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
