Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

MDE is accepting applications for two (2) vacancies.  These positions are to be responsible for performing technical reviews of activities which change the course, current, or cross-section of waterways, including the 100-year floodplain, in the State. This position reviews applications for projects located across the State. Evaluation is based on engineering judgement, on criteria set forth in the Code of Maryland Regulations, the Department of Natural Resources and other State and local agencies on the review of projects that propose impacts to waterways and/or the 100-year floodplain.

 The positions will prepare and make permit decisions; represent the Waterway Construction Division, the Water Management Administration and the Department in a variety of situations.  The position provides guidance to consultants, applicants, local government and others on waterway policies, procedures, and documents.  The position also reviews, and provides comments on proposed nontidal wetlands and waterways laws and regulations. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.

2. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for the required experience.

3. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidates have:
  • Familiarity with the use of Hydraulic modeling programs such as HEC RAS, GIS Hydro, TR-20 or TR-55.  
  • Training classes in Open Channel Flow, Fluid Mechanics, fluvial Geomorphology.  
  • Training classes in Natural Channel Design, Regenerative Stream Conveyance Design, or Valley Restoration Design.  
  • Familiarity with Computer Database Programs.  
  • An engineering degree in either Civil, Environmental or Agricultural Engineering.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
