Main Purpose of Job

The Department of Budget and Management (DBM) Employee Benefits Division, is seeking a talented individual to serve as the Customer Service Manager for the Operations Division.  The Employee Benefits Division is responsible for the Administration of the State Employee and Retiree Health and Welfare Benefits Program, providing health and other related group benefits to more than 250,000 State employees, retirees, Satellite Account organizations, contractual employees and their eligible dependents. The division manages 16 benefit plans participating in the Program with an annual budget of approximately 1.3 billion.  In addition, the Division is also responsible for administering the federally regulated programs including, but not limited to, PPACA (health care reform), HIPAA, HITECH, COBRA, FMLA health benefit issues, and IRC Sections 125 and 129.  The primary focus of this position is to the daily management of the Customer Service Unit by managing the Automated Call Distribution (ACD) system, the correspondence tracking process, and providing guidance, technical direction to all Employee Benefits Division staff, having direct supervisory responsibility for Customer Service.  This position is also responsible for the coordination and administration of Program documents including the development of a Standard Operating Procedures Manual and the Divisions' staff training program on State Personnel and Pension and benefit rules and regulations.  This position will serve at the pleasure of the appointing authority.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Six or more years of experience in administrative or professional work with two of those years of experience working in customer service in a high volume call center. Three years of this experience must include experience in a supervisory capacity.

Candidates must be proficient in Microsoft Word, Excel, Access and PowerPoint; Possess excellent verbal and written communication skills, superior organizational and time management skills and exceptional managerial skills.

Notes

1. Candidates may substitute additional health benefits program administration work and customer service experience on a year-for-year basis for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate must have experience in supervision, customer service, making oral presentations and writing operating procedures and correspondence.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
