Introduction

This is a managerial position that functions as the Director of Human Resources for the Maryland Lottery and Gaming Control Agency (MLGA). The Director of Human Resources oversees a personnel staff of three and is responsible for the day-to-day activities to include planning, direction, controlling and assigning the workload of the Division.

This is a management service position that serves at the pleasure of the Appointing Authority and reports directly to the Deputy Director of the MLGCA.

Main Purpose of Job

The main purpose of this position is to manage and supervise the Maryland Lottery and Gaming Control Agency's (MLGCA) Human Resources Department. The position plans, directs and administers all aspects of Human Resources at the agency to include recruitment, coordination of processing of personnel actions, employer/employee relations, training, staff development and administering and coordinating other special programs including health benefits, retirement and supplemental retirement.

It establishes overall policies and procedures for personnel activities as mandated by federal and state and oversees their implementation. Provides leadership and direction on HR matters to the agency's executive staff and managers, establishing and enforcing policies that support and enhance the vision, mission, goals, and objectives of the Maryland Lottery and Gaming Control Agency (MLGCA).

POSITION DUTIES

Interprets and applies various provisions of the State Personnel Management System, including laws, regulations, policies and guidelines. Counsels or renders expertise to employees, supervisors, managers and senior staff to ensure compliance with federal and state laws, regulations, policies and guidelines.

Directs the work, establishes work priorities, supervises and evaluates the performance of direct staff.  
Manages the recruitment process for all of the MLGCA positions in accordance with guidelines established by the Department of Budget and Management. Advises managers on different recruitment options and ensures that recruitment activities follow federal and state law.
 
Oversees the Performance Planning and Evaluation Process (PEP) by instructing, training and advising managers and employees of the proper components of the program. Monitors the completion rate for the PEPs.

Facilitates the reclassification of positions within the Agency. Reviews job descriptions and recommends appropriate classifications and serves as the liaison between the MLGCA and the Department of Budget and Management.

Manages other related Human Resources functions including fostering employee relations, process health and retirement benefits, processing leave program requests (e.g., Family Medical Leave Act and Leave Bank); monitors Accident Leave and related workers' compensation benefits, and sits on the Labor Management Committee.
 
Works closely with the Office of the Attorney General and the Deputy Director and makes appropriate recommendations regarding employee discipline.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education : A Bachelor's degree from an accredited college or university preferably in Human Services, Business Management, or a related field.

Experience: Five years of professional personnel work in the administration and management of human services to include the areas of job analysis, job evaluation, salary administration, employee recruitment and selection, employee relations, personnel program evaluation and ersonnel policy formulation.

Notes: 

Additional experience in administrative staff or professional work may be substituted on a year- for-year basis for the required education. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours for one year of the required general experience.    

DESIRED OR PREFERRED QUALIFICATIONS

Experience in Job Apps and SPS SharePoint.

A minimum of five year's experience applying the guidelines of the State Management and Personnel System.

SPECIAL REQUIREMENTS

You must possess the minimum qualifications to be considered for this position. If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the examination process. Permanent State employees  may also complete necessary experience within six months of the dates of the assessment. However, such candidates will not appear on the eligibility list until documentation has been received that the educational and experience requirement has been met. Credit may be given to relevant part-time, temporary, or volunteer experience if you list the number of hours worked per week.
