Main Purpose of Job

The purpose of the Birth through Five Professional Learning Specialist is to provide programmatic support and technical assistance to Local Infants and Toddlers Programs (LITPs), local school systems (LSSs), and community and school-based public and private early childhood programs to improve outcomes and narrow the school readiness performance gap for children with disabilities, ages birth through five.

POSITION DUTIES

Provides support to Local Infants and Toddlers Programs for the implementation of a statewide multiagency Comprehensive System of Personnel Development (CSPD) plan for Part C; coordinates implementation of professional development for local school system Part B preschool special education programs; manages fiscal and programmatic oversight of discretionary grants for which the Early Education and Programmatic Support and Technical Assistance Branch within the Division of Special Education/Early Intervention Services has responsibility; coordinates the Part C personnel suitable qualifications system; provides technical assistance to local lead agencies, local school systems and other public agencies for the implementation of evidence-based family-centered practices in Natural and Least Restrictive Environments and the development of standards based IFSP outcomes and IEP goals leading to improved child outcomes for children with disabilities, ages birth through five, and a narrowing of the school readiness performance gap with typically developing peers.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field.  

EXPERIENCE:  Four (4) years of professional experience in or affiliated with special education or early intervention, programs related to services for children with disabilities and their families is preferred. NOTES: Two additional years of extensive experience directly related to the position may be substituted for a Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS: Knowledge of State and federal laws, regulations and policies, and issues governing early intervention and preschool special education services for children with disabilities under IDEA Part C and IDEA Part B Section 619.  Knowledge of suitable qualifications requirements pertaining to early intervention personnel, family centered evidence-based practices for children, ages birth through five, and outcomes-based IFSPs and standard-based IEPs.  Skill in developing, implementing, and evaluating professional learning programs to assist local lead agencies, local school systems and public agencies to improve outcomes for children with disabilities and narrow the school readiness performance gap.
