Main Purpose of Job

This position is responsible for ensuring that Local School Systems (LSS) complete all of the corrective actions ordered as the result of findings of violations of the Individuals with Disabilities Education Act (IDEA) and Code of Maryland Regulations (COMAR).

POSITION DUTIES

Conducts follow-up activities with public agency personnel and documents that required corrective actions are completed as a result of State complaint investigations and due process decisions; assists in determining the nature of specific violations and appropriate systemic actions needed to ensure the future provision of services to students with disabilities are provided in compliance with the IDEA; provides technical assistance to the LSS to improve the provision of services to students with disabilities and the outcomes achieved as required by applicable law and regulation; provides assistance and consults with other Division staff in implementing the Monitoring for Continuous Improvement process with the LSS; and maintains a data base log and tracking system of corrective actions resulting from complaint investigations and assists in preparing reports.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field. EXPERIENCE:  Four (4) years of professional administrative experience in or affiliated with special education or early intervention, experience coordinating or administering programs related to services for individuals with disabilities and their families is preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications: Knowledge of State and federal special education law, regulations, policies, programs and issues; knowledge of data systems; skill in responding effectively to problems and inquiries from school personnel and concerned stakeholders; skill in interpreting and applying laws and regulations governing early intervention services and special education programs; skill in technical writing; ability to conduct legal research and analyze data and make decisions; ability to manage multiple tasks; ability to establish and maintain working relationships with public agencies; and ability to clearly communicate  orally and in writing.
