Main Purpose of Job

This position is responsible for providing provide technical assistance and support to Local School Systems, Public Agencies, and non-public schools regarding statewide assessments, including Partnership for Assessment of Readiness for College and Careers (PARCC) and National Center and State Collaborative (NCSC) as they relate to children and youth with disabilities.

POSITION DUTIES

1) Develops and coordinates the National Center for State Collaborative (NCSC) assessment for English Language Arts and mathematics and the Alternate Maryland School Assessment (Alt-MSA) for science with the Division of Curriculum, Assessment and Accountability.

2) Manages state-wide implementation and all technical components of the NCSC and Alt-MSA assessment for students with significant cognitive disabilities in accordance with  the federal No Child Left Behind Act of 2001 (NCLB), the Individuals with Disabilities Education Act of 2004 (IDEA) and the Code of Maryland Regulations (COMAR).

3) Develops and coordinates MSDE guidance and technical assistance to local school systems and special education non-public schools in providing academic instruction to students with disabilities to ensure the improvement of academic outcomes.

4) Participates in the development, identification, and implementation of school system level practices, which promotes effective instructional strategies, monitoring of learning for students with disabilities, and the use of the Maryland College and Career-Ready Standards.

5) Develops and coordinates in collaboration with other divisions, MSDE guidance and technical assistance to Local School Systems, special education non-public schools, Institutions of Higher Education, and parent/family groups in professional development and technical assistance regarding the Maryland Assessment Program, including Partnership for Assessment of Readiness for College and Careers (PARCC) and NCSC.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field. EXPERIENCE: Four (4) years of professional experience in or affiliated with special education or early intervention, programs related to services for children with disabilities and their families is preferred. NOTES: Two additional years of extensive experience directly related to the position may be substituted for a Master’s Degree.
