Main Purpose of Job

This is a managerial position serving as the Director for the Office of School Innovation responsible for providing leadership, support and accountability to innovative educational initiatives in Maryland Public Schools including charter schools, the SEED School of Maryland (Maryland’s Public Boarding School) and providing managerial oversight for Maryland’s Race to the Top Charter School expansion Project 53/44, and Maryland’s Management for Results report to the Governor’s Office.

POSITION DUTIES

Manages the State of Maryland Charter School Program and the State Public Boarding School (SEED School of Maryland) to ensure that goals and objectives of the program are being planned, implemented and monitored; provides leadership to the State Charter School effort by working directly with local boards of education and local superintendents to provide guidance and technical assistance on best authorizing practices as well as assistance in implementing the public charter school law; provides management, accountability and oversight of the charter school program, the SEED School of Maryland including all personnel assigned to the management of charter schools and public boarding schools, analyzes data regarding public charter schools and SEED School of Maryland, as well as develops and manages an extensive electronic database; manages and supervises staff of the Office of School Innovations.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION: Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Education Policy or a related field.  

EXPERIENCE: Six years of related experience in coordinating or administering education programs is required. Experience coordinating strategic planning for an educational organization and administering education policy in charter schools or charter-like programs is strongly preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State and federal laws, regulations, policies, and programs including the Elementary and Secondary Education Act and the Code of Maryland Regulations; skill in delivering technical assistance, training, and guidance to local school systems, and internal and external stakeholders related to charter schools or charter-like programs; skill in managing multiple projects, timelines, and deadlines; ability to work as a team member; ability to establish and maintain effective working relationships; ability to communicate effectively both orally and in writing.
