Main Purpose of Job

This position functions as the Director of the Office of Employment and Program Equity (OEPE) for the Department of Human Resources (DHR). Provides executive oversight to ensure departmental compliance with federal and State laws, policies and mandates related to Equal Employment Opportunity (EEO), Minority Business Enterprise (MBE), Americans with Disabilities Act (ADA), Affirmative Action and Title VI and VII requirements. This position oversees the statewide Limited English Proficiency (LEP) law, DHR's Employee Mediation Program and Diversity Programs. This position also provides leadership to OEPE staff and executive oversight of all within the unit.

POSITION DUTIES

Develops, implements, enforces and monitors the following Statewide policies for DHR and all Local Departments of Social Services: Policy on Non-Discrimination in the delivery of services and benefits to all DHR customers; policies on provision of services to disabled customers and services to LEP customers.  Establish procedures for customers to file complaints regarding violations of these policies.

Establishes policies and procedures for the Equal Opportunity program.

Manages the DHR Mediation program.

Coordinates training for directors, managers, supervisors and DHR staff on Program Equity, EEO, ADA, Diversity and Affirmative Action issues.

Serves as the agency's Fair Practices Officer.  Responsible for management and oversight of the following legally mandated areas to endure agency compliance with federal and State laws:  Title VI, Title VII, ADA, MBE, LEP, and personnel transaction for the agency.

Serves as DHR's representative on the following: Maryland State Advisory Council on Program Equity, Maryland Advisory Council on the Deaf and Hard of Hearing; Maryland Commission on Human Relations (MCHR), U.S. Equal Employment Opportunity Commission (EEOC) and U.S. Department of Health and Human Services' Office of Civil Rights. 

Manages the staff development and training, staff assignments, organizational structure, development of short and long term goals and the management of the program's budget.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Eight years of experience in administrative staff or professional work.  Three years must have involved the following:  supervision of other employees, overseeing and coordinating the operations of a unit, applying rules and exercising responsibility for the development of policies or procedures.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • At least three years of experience must have been in the field of civil rights with a background in Title VI, Title VII, complaint investigation, Limited English Proficiency (LEP), the Americans with Disabilities Act (ADA), or the Minority Business Enterprise (MBE) program.
  • Experience in Employee-Employer Relations representing an agency, organization, or staff at grievance and/or administrative hearing.
  • Mediation Experience.
  • Excellent writing and oral presentation skills.
  • Possess excellent organizational skills.
  • Experience with data collection.
  • Excellent computer skills including knowledge of MS Word, PowerPoint, Access and Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position will be required to travel therefore candidates will be required to possess a driver's license valid in the State of Maryland.
