Main Purpose of Job

This position is responsible for coordinating interagency efforts to implement federal and State regulations, maintain compliance and provide technical assistance in establishing and implementing the Statewide rate setting structure and process for residential and nonresidential child care programs for youth requiring out of home placements.

POSITION DUTIES

Provides management support for the rate setting process initiative for youth requiring out of home placements; receives and tracks rate applications, status of provider requirements per regulations; provides technical assistance in completing the application process; monitors status of rate negotiations, maintains an accountability process that assures fiscal accountability; monitors the statewide rate setting process appropriate to the needs of children in the custody of multiple State agencies; participates in monthly committee meetings and assists in the development and implementation of a fair and equitable Statewide rate setting process; coordinates and facilitates the Appeals and Modifications process, tracks outcomes, prepares updates and reports, performs analysis; employs software and financial reporting tools to manage provider rates, provider capacity and approved reimbursement costs.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION: Master’s Degree from an accredited college or university in Education, Special Education or closely related field is preferred. EXPERIENCE: Five year(s) of experience coordinating services for youth requiring out of home placements or other similar services.   NOTES: Two additional years of experience may be substituted for the Master’s Degree or 36 post-baccalaureate hours. Experience working in a social service or government setting, and ability to perform data analysis is highly desirable.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred:Knowledge of Statewide application and rate setting processes; knowledge of accountability processes; skills in using Microsoft Word, Excel, Access and PowerPoint;  ability to provide excellent written and verbal communication; ability to synthesize information from various sources; ability to manage multiple projects concurrently and the capacity.
