Main Purpose of Job

The Training Manager is responsible for oversight of the overall design, coordination, delivery and evaluation of employee professional development programs, ensuring that employees have access to appropriate training consistent with established initiatives. In addition, the position is responsible for identification of the need to design additional specialized training, which addresses the leadership, management and organizational development needs of the Department of Human Resources. The Training Manager will make recommendations for the development of both instructor led training and online courses. This position will also be required to travel throughout the State 2-3 times per month.

POSITION DUTIES

  • Day-to-day oversight of departmental human resource training initiatives including the Department’s efforts to develop core leadership competencies for its staff of over 6500 employees.
  • Ensuring that training is delivered at appropriate locations throughout the State and that a proper mix of courses is offered consistent with DHR’s strategic training goals. 
  • Tracking training metrics and completing reports to executive management.
  • Maintenance of  a personal training schedule. 
  • Attaining expert level knowledge of  the use, maintenance and administration of the State learning management system (LMS), including the use of LMS and other software packages to develop online training content to supplement DHR’s training goals.
  • Working with the various administrations within the Department to assess additional personnel development needs and to design curricula to address identified needs.
  • Travels throughout the State 2-3 times per month.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in the development, oversight and/or presentation of training in an adult learning environment.   

Notes:

1. Additional experience in development, oversight and/or presentation of training in an adult learning environment may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Knowledge of the function, use and administration of a learning management system.

Knowledge of the development of online training using software such as Adobe Captivate.

Computer skills - experience or knowledge of the following: learning management system (LMS); use of an online registration system; Access and Excel.

Experience being responsible for engaging in the full instructional design and development cycle and use of technology-based tools to improve the instructional integrity of training materials.

Experience delivering/facilitating training programs.

Ability to use presentation tools, conduct face-to-face and/or online training sessions and modify training as needed to meet the needs of the audience.

Excellent interpersonal, oral and written communication, facilitation, presentation, and listening skills.

Strong time management, priority setting, and problem-solving skills.

Ability to work independently as well as a part of a team environment.

Strong organizational skills.

Ability to prioritize and multi-task effectively.

Ability to interact well with all levels of an organization.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

This position will be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
