Main Purpose of Job

The Department of Natural Resources (DNR), Fisheries Service, in Annapolis, Maryland is currently accepting applications for a Program Manager I. This selected candidate will function as the manager of two programs, the Regulations and Legislation Program and the Fisheries Penalty Program and is responsible for assisting in the development, preparation, adoption and implementation of statewide fisheries regulations, legislation and policy. The duties include: supervising staff working on fisheries' regulations and legislation and staff overseeing fisheries' penalties; creating and maintain program budgets; assisting in writing and researching regulations and legislation; acting as a liaison with other agencies and advisory groups; and coordinating the fishing license penalty systems.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor’s degree in environmental policy, biology, fisheries management, or a related science field from an accredited college or university, a Master’s degree in fisheries management, environmental law or environmental policy OR a J.D. from an accredited law school.

Experience: Five years of experience in professional work managing fisheries OR  Five (5) years experience writing, researching or administering/implementing fisheries, natural resources or environmental regulations, legislation or penalties/enforcement.  One year of this experience must have involved supervising two or more subordinates.  

Notes:  

Additional graduate level education in environmental policy or law with coursework in environmental law at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

SELECTIVE QUALIFICATIONS

Completion of college coursework in two or more of the following: (1) environmental law or policy, (2) biology, (3) fisheries management, or a related science.
