Main Purpose of Job

The main purpose of this position is to command and maintain unified responsibility and accountability for safety, law enforcement, policing and security operations of DHMH’s seven (7) MHA mental health facilities, two (2) DDA State Residential Centers, two (2) chronic care hospitals, and any other DHMH facility deemed applicable.   This position will also be designated as the DHMH Chief of Police.  The candidate will review and develop consistent police and security policies, police disciplinary metrics, code of conduct, training requirements and schedules, credentialing, and all necessary protocols related to managing police and security staff.  This position may require developing and monitoring safety standards, implementing and monitoring training and other security related matters for these facilities.  The incumbent may be responsible for chairing the Emergency Management and Disaster Preparedness committee for State facilities under guidelines set forth by the DHMH Office of Preparedness and Response and will provide oversight for the collection, analysis and reporting of safety, police and security related incidents.

Employees are subject to call-in on a 24-hour basis and must provide a telephone number where they can be reached. Employees in this classification are subject to substance abuse testing.  

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Qualified candidates must possess a bachelor’s degree in criminal justice or related field and at least 6 years of experience with law enforcement practices and methods, preferably in a mental health and/or developmental disabilities organization, including 5 years of experience managing/supervising police officers. 

Qualified candidates must also possess:

  • Possess and maintain Police Officer Certification as required by the Maryland Police Training Commission at the time of application, AND/OR;
  • Possess and maintain a valid Special Police Officers Commission to act as a Special Police Officer as required by the Maryland Police and Correctional Training Commission (Maryland Department of Public Safety and Correctional Services) at the time of application;
  • OR have at least 10 additional yeas of experience in law enforcement.  

Candidate must have working knowledge and experience with the Law Enforcement Officer's Bill of Rights (LEOBR) as set forth by Maryland Annotated Code, Public Safety Article, Title 3.

Additional experience in law enforcement may be substituted for degree on a year for year basis.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have experience supervising / managing police officers, as well as experience supervising certified, special police officers and/or security personnel.   

Candidates should possess:             

  • experience developing and presenting recommendations both orally and in writing;
  • the ability to effectively analyze and allocate appropriate utilization of staff, inventory, equipment and other resources required for successful completion of job duties; 
  • experience in change management, organizational structure, performance management, and /or administrative responsibilities;
  • experience in developing, revising, and implementing standard policies and procedures; and
  • proficiency in Microsoft Office Suite

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants formerly certified by the Maryland Police Training Commission as a police officer within the past three years who are eligible for recertification at the time of appointment meet the certification requirement for this classification.  Recertification criteria are listed in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01, available at the Maryland Police Training Commission.  

 

Selection standards for police officer certification are established by the Police Training Commission in accordance with Article 41, Section 4-201 of the Annotated Code.  These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following:

-U.S. Citizenship

-Must be at least 21 years of age

-Satisfactory background investigation, including a check of criminal history

-Oral interview

-Physical examination

-Possession of a driver's license valid in the State of Maryland.

This is a management service position.
