Main Purpose of Job

To serve as the Assistant Director of the agency's Adult, Child and Family Services Division, administering the Division's operations and to provide leadership and direction to the Social Services Administrator III responsible for the service delivery in Child Protective Services, Foster Care and Adoptions, Service to Families with Children and Social Services to Adults.  Additionally, in the absence of the Agency Director this position may assume those duties.

POSITION DUTIES

Direct and coordinate all activities of the Child and Adult Services Program.  This includes:

  • Establishing overall policies and procedures for the various programs;
  • Establishing program goals, standards and controls to meet program objectives;
  • Developing short and long range plans for program operations and resources;
  • Determining organizational structure and staffing needs of the program(s);
  • Planning, coordinating, supervising and evaluating the work of subordinate supervisors;
  • Representing the agency in a liaison capacity with managers and officials of other agencies concerning program activities.
  • The nature of this position may require working evening and weekend hours.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Possession of a Master's Degree in Social Work from an accredited college or university approved by the Maryland Board of Social Work Examiners.

Experience:  Seven years of professional experience in a social work capacity in a public or private agency or institution.  Four years of this experience must have been in Child Welfare and three years of experience must have been in an administrative or supervisory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Successful candidates will also have experience in program development, evaluation and budget preparation and management.

LIMITATIONS ON SELECTION

Limited to candidates willing to work in Cecil County, Maryland, which is located approximately 55 miles north of Baltimore off of Interstate 95, the last exit before the MD/DE line.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Candidates are required to be licensed, or eligible to be licensed, as an LCSW-C by the Maryland State Board of Social Work Examiners. 

2.  Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees are required to meet mandatory standards for continuing education as determined by the Department of Human Resources.  Employees who fail to obtain the required continuing education credits shall be subject to disciplinary action including demotion, suspension and dismissal.
