Main Purpose of Job
The Quality Assurance/Opioid Authority Director functions as Program Manager in Clinical Services with responsibility for program planning, evaluation and implementation to public policy regarding addictive disease and facilitating improvement in the quality of services provided by the addiction service system funded by the Administration. As a Program Manager, this position supervises professional staff and manages budget and other resources in accordance with central office policies and procedures. This position provides oversight for the State Opioid Treatment Authority, evaluating service system compliance with funding requirements, responding to requests for regulatory and policy exceptions, approving new Opioid Treatment Program sites and other related duties. The Director is responsible for coordinating statewide peer review of addiction treatment programs as mandated by the conditions of the Federal Block Grant, contributes to the Administration's Managing for Results process, functions as a liaison to the Office of Health Care Quality for matters involving program certification, and coordinates responses to external regulatory and legislative agencies.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Bachelor's Degree in Health or Human Service with at least 5 years of experience conducting quality assurance or program compliance reviews or responding to program service complaints in the substance use program treatment area. Two of the five years of experience must have included supervision of staff. A Master's Degree in Health or Human Service will substitute for 2 years of the non-supervisory experience.
The desirable candidate will additionally have knowledge of methadone treatment, relevant state and federal regulations and familiarity with Opioid Treatment programs (OTPs).
