Introduction

The Maryland State Retirement Agency is seeking an internal employee to serve as the Director, of the Data Control Division.  This is a Management Service position that serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Serving as the Director of the Data Control Unit, this management position reporting directly to the Retirement Administrator is responsible for all aspects of the operation of the Unit. This position provides direct supervision to 3 senior managers and indirect supervision to a staff of 30 front line supervisors, professional, and para-professional staff members.

 The Unit is responsible for the maintenance of participant data for over 300,000 active, retired and vested member accounts maintained on multiple Agency data base files for the purpose of administering a multiple-employer public employee retirement system with net assets exceeding $45 billion. The Director oversees 2 separate sections known as the Employer Payroll and Membership and Retirement. These units are responsible for performing many of the tasks necessary for administering multiple system/plan provisions in compliance with Federal and State rules and regulations as specified in the Annotated Code of Maryland, Code of Maryland Regulations (COMAR), and other authoritative sources. Plan participant data managed through by the Data Control Unit has a direct correlation to the success of the Agency achieving its stated missions to:

*Efficiently collect the required employer and employee contributions necessary to fund the System; 

*Effectively communicate to the participants and their employers information about the benefits provided by the System, and their rights and responsibilities to receive those benefits;

*Accurately and timely pay retirement allowances provided by State pension law to the Systems retirees and their beneficiaries.

 The Agency collects membership data reported for over 175 employer groups as payrolls are paid through a variety of automated and manual mediums for updating to the Agency Enrollment Master File (EMF). The collection of payroll data is arguably one of the most essential Agency functions as maintenance of accurate and timely participant data directly or indirectly impacts most functions necessary for administering retirement plan provisions. Other essential tasks managed through this Division include authorizing annual voucher disbursements in excess of $2 billion; annual plan tax reporting including the issuance of over 150,000 tax documents (1099R=s) related to Agency distributions in accordance with Federal and State tax reporting regulations; forwarding reconciled participant data to the Agency actuary for the performance of annual, new entrant and withdrawal valuations impacting the calculation of the State and other local employers annual employer contributions; and the issuance of over 199,000 annual member Personal Statements of Benefits.

POSITION DUTIES

The Data Control Division’s Payroll Unit’s primary responsibility is for the collection of accurate and timely pension payroll data for over 200,000 membership accounts reported by over 100 separate payroll centers.  The Central Payroll Bureau as only one of these payroll centers consolidates reporting for over 75 separate State agencies totaling over 175 distinct employer groups for which the SRA maintain separate payroll data.  Automated systems and Unit procedures executed through this Unit are designed to endure that each participant’s database record is properly accounted for, and correctly reported in a timely manner in accordance with applicable pension laws and regulations. Participant data maintained on the enrollment Master File (EMF) provides essential data information impacting other unit responsibilities including, but limited to providing guidance to members, employers and Agency personnel on compliance with Agency payroll reporting rules and regulations; reconciling participant payroll data maintained on the Agency’s EMF to Accounting Unit records facilitating collection of employee and employer contributions; processing adjustments to membership data; insuring an annual Personal Statement of Benefits to members; and reporting EMF participant data to the Actuary impacting employee and employer funding levels approaching $800 million for fiscal year 2002.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university;

Experience: 10 years of professional work experience with the Maryland State Retirement Agency, or 5 years working within the Agency’s Data Control Unit; expert level knowledge of the Agency’s Maryland Pension Administration System, and knowledge of federal and state tax laws related to governmental pension plans.
