Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) is accepting applications from qualified candidates for the position of Program Manager IV.  This is a Management Service position and serves at the pleasure of the appointing authority.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The Deputy Commissioner of Occupational and Professional Licensing is the Division's chief operating officer. Thus, the main purpose of the position is to provide administrative direction, oversight and coordination for a large, complex Division housed within the Department of Labor Licensing and Regulation. The Deputy Commissioner reports to and supports the Commissioner of Occupational and Professional Licensing, and the Office of the Commissioner in general.   

While the Commissioner's role is more focused on strategic planning, external and intra-departmental affairs, policy development, and legislative activities; the Deputy Commissioner's responsibilities, as chief operating officer, more often pertain to day-to-day management, information technology issues, web content management, procurements, personnel management and recruitment, database management, customer service monitoring, and other duties integral to the Division's ability to maintain a high-functioning operation that ensures high-quality services are provided to consumers in need and our 225,000 individual and business licensees. The Deputy Commissioner is the direct supervisor of 13 program administrators or assistant administrators.

POSITION DUTIES

The Office of the Commissioner reports to the Secretary and Deputy Secretary of Labor, Licensing and Regulation, and is responsible for a wide variety of duties, including:

(1) budget and fiscal management;

(2) special fund analysis/revenue and expenditure projections;

(3) personnel/human resources management of the Division's roughly 90 staff members; (

4) long-term and strategic organizational plan development for all 25 regulatory programs and the Division at large;

(5) oversight and coordination of all day-to-day operations;

(6) development, analysis, and management of performance measurement indicators as an internal management tool and for monthly presentations to the Governor's StateStat Office;

(7) oversight of efforts to remediate audit findings and implement recommendations included in sunset analyses conducted by the Department of Legislative Services;

(8) public policy development and analysis;

(9) coordination/implementation of all aspects of the Division's legislative activities;

(10) ensuring that the Division provides the highest level of customer service possible to consumers and 225,000 licensees;

(11) management of all external affairs, including intergovernmental relations, communication with various stakeholder groups, media relations, and intra-departmental relations;

(12) and other duties as necessary.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree from an accredited college or university.

Experience: Five (5) years of senior level management experience in a professional environment and/or governmental agency.

DESIRED OR PREFERRED QUALIFICATIONS

Education:  Master's degree from an accredited college or university.

Experience:  Preference will be given to candidates with the most experience in the following areas:

(1) budget and fiscal management
(2) special fund analysis/revenue and expenditure projections;
(3) personnel/human resources management;
(4) long-term and strategic organizational plan development;
(5) oversight and coordination of all day-to-day operations;
(6) development, analysis, and management of performance measurement indicators as an internal management tool and for monthly presentations to the Governor's StateStat Office;
(7) oversight of efforts to remediate audit findings and implement recommendations included in sunset analyses conducted by the Department of Legislative Services;

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Should a classification require a certain amount of credit hours in a particular field (i.e. fifteen credit hours in computer operation at an accredited college or university), you must submit the transcript for verification. Information submitted after this date will not be considered. Failure to submit the required documentation will result in the application being disapproved.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

The certified list will be used by DLLR for a period of one year.
