Work that Matters. The Maryland Department of Housing and Community Development (DHCD) seeks a Director of Multifamily Housing Programs within its Division of Development finance.  DHCD is the state's housing agency and a national leader in the financing of affordable rental housing. The Division of Development Finance houses the State’s Housing Finance Agency, known as the Community Development Administration (CDA).  In the last two fiscal years, DHCD financed almost 4,000 rental housing units in 41 properties, amounting to $581 million in construction and permanent financing.  With the new “Rental Housing Works” State funding, DHCD is experiencing increased business for FY 2014 and beyond. Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal and philanthropic funds.  Additionally, DHCD administers rental assistance programs and initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

Crownsville, Maryland

In the future, DHCD will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

The Director of Multifamily Housing directly manages all of the Department's programs for rental housing and is responsible for the overall management and administration of the CDA's programs for the development of multifamily rental housing. Individual programs include the Low-Income Housing Tax Credit Program, Multifamily Bond Program, Rental Housing Program, Partnership Rental Housing Program, Rental Housing Works, the Transitional Housing Grant program, and Rental Assistance Programs for persons with disabilities or victims of disasters. Administration of the programs involves supervision and direction of a staff of approximately 30 people making decisions and recommendations which change, interpret or lead the development of public policies and programs. Operational functions involve regular contact with Federal, State, and local agencies and officials, developers, public officials, investment and mortgage bankers, bond counsel, financial advisors, Assistant Attorney's General and other professionals in the housing development industry. Administration of the programs also includes responsibility for an administrative budget of over $4 million, a capital budget of more than $40 million and tax-exempt and taxable bond issuance of $50 - 100 million and administration of an annual allocation of federal low-income housing tax credits of over $13 million on an annual basis.

The position is also responsible for the Rental Services Unit. The unit has a staff of about 30 and operates over 2,100 Section 8 Housing Choices Vouchers on the Eastern Shore and in Western Maryland. The unit also handles both performance-based contract administration of project-based Section 8 subsidies for HUD throughout Maryland.

The person in the position must be able to handle multiple competing priorities under short timeframes.  The ability to understand, direct, and analyze complex real estate transactions from application through construction start and lease-up, as well as to synthesize complex material into short, understandable memos and presentations is critical.  Presentations before the Department’s Housing Finance Review Committee, the State of Maryland Board of Public Works and other local, state and national organizations are routine aspects of the job.   

NATURE OF WORK

Program Manager Senior I is one of the highest managerial levels of program management in the State Personnel Management System. Employees are responsible for directing programs that have a broad scope and major impact on agency missions and operations. Employees directly or indirectly supervise technical, professional, or administrative staff.

Employees receive managerial supervision from an Executive Service employee or other designated official.

Positions in this classification are evaluated using the Position to Position Factor Comparison Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to a similarly functioning position based on specific job factors. The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

The distinction between the Program Manager Senior I and the Program Manager Senior II, III and IV is based on the relative job value among positions of similar responsibility, organizational placement and scope. The Program Manager Senior I – IV class series is limited to the highest level managers of programs common to two or more agencies and to high level managers of agency-unique programs. Managers of programs of lesser scope and responsibility involving programs common to two or more agencies are classified in the Administrative Program Manager I –IV class series. Managers of programs of lesser scope and responsibility involving agency unique programs are classified in the Program Manager I-IV class series. Managers of programs of lesser scope and responsibility may also be classified in other specific occupational classifications.

EXAMPLES OF WORK

Plans, directs and administers all aspects of an agency program that has a broad scope and major impact on agency missions and operations;

Establishes overall policies and procedures for the program(s), oversees their implementation, evaluates their effectiveness and approves major revisions;

Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement;

Oversees and manages the personnel and financial resources of the program(s);

Plans, coordinates, supervises and evaluates the work of subordinate managers;

Develops, implements and manages short and long-range plans for program operations and resources;

Determines organizational structure and staffing needs of the program(s);

Prescribes and oversees development and training of program staff;

Represents the agency before federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning program activities;

Performs other related duties.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Five years of professional experience in rental housing development or lending with a demonstrated record of successfully analyzing risks and negotiating complex real estate transactions, in either the public or private sector.  Strong experience with the Federal Low Income Housing Tax Credit program and tax-exempt bond financing is required.  An applicant must be able to demonstrate successful experience leading a talented team of professionals, and managing within a complex administrative process.

Notes: Additional experience may be substituted on a year for year basis for the required education.
