Main Purpose of Job

This position serves as the Health Officer, an executive level position in the Carroll County Health Department.  The incumbent will be responsible for managing all programs through a staff of 170 individuals and a budget of $13 million. Programs assigned to this position include Administration, Environmental Health, Clinical Services, Prevention Services, and Family Services. The incumbent will be a key member on the management and leadership team.  He or she will determine the public health needs and issues of the department and will design programs to meet those needs while recommending changes when appropriate.  He or she will serve as an advocate for public health with the media community, social service agencies and other community organizations in Carroll County.  In addition, the individual will be responsible for promoting and stimulating interest in public health issues that have been identified by national, state, and/or local communities. Job duties include: Supervising performance of assigned programs through subordinate supervisors in order to ensure compliance with funding requirements and satisfactory rating in programs; instructing employees in the Department of Health and Mental Hygiene and the Carroll County Health Department on applicable State and Federal laws, ethical and professional conduct, and current and future trends in the health care systems. The Health Officer will also represent the Health Department in a liaison capacity with officials of other agencies in an effort to enhance the health and wellbeing of the citizens of the County.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Masters Degree in Public Health and two (2) years work experience in the field of public health, or Bachelors Degree and five (5) years work experience in the field of public health.
