Main Purpose of Job

This position, serving as the Deputy Director, is responsible for ensuring statutory deadlines are met, services are efficiently executed, all programs achieve goals and are operating within the guidelines of federal/state laws, regulations and department policies and procedures.  The Deputy Director ensures that program philosophy and service delivery align with the program and agency vision, mission and values and leads program development and improvement, including the promotion of person centered planning and self-direction.  The Deputy Director establishes and oversees program systems, structures, clinical practices, and policies and procedures, with a focus on maintaining and improving efficiency, effectiveness and quality of services while ensuing programs address the needs of Maryland's developmental disabled population.  Additionally the Deputy Director focuses on the management of the service delivery system including state facilities and a network of private providers (in excess of 200).

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a bachelor’s degree and six years of administrative or professional experience, four years of which were related to health or human services for people with developmental disabilities including supervision of professional staff and/or the management of a MR/DD service delivery unit. 

A related master’s degree will substitute for one year of general experience; a doctorate for two years. 

DESIRED OR PREFERRED QUALIFICATIONS

Candidates should have at least 5 years of upper management experience, including knowledge of quality enhancement systems and experience with provider relations.
