Main Purpose of Job

To coordinate the academic, occupational, and library service provided by the Department of Labor, Licensing, and Regulation (DLLR) for the Department of Public Safety and Correctional Services (DPSCS).

POSITION DUTIES

Participate with DLLR in the development of education and training programs for DPSCS inmates in coordination with Workforce Development (DLLR), Maryland Correctional Enterprises (MCE), Capital Construction, local community colleges, community organizations, and other educational institutions.

Act in consultation with the Department of Labor, Licensing, and Regulation (DLLR), develop policy on educational services to include annual review of policy and coordination with State and ACA standards.

Work with Correctional Education staff, principals, coordinators, case management, security, and institutional/central office administration in developing programs and resolving operational problems such as schedules, security, maintenance, programming, inmate transfers, and graduations. Conduct on-site visitations of Correctional Education programs and discuss operations and coordination with principals, DOC staff and community partners (if applicable) at each site. Participate on interview panels for DLLR in selection of prospective principals and administrative staff.

Prepare and review yearly Educational Budget and Spending Plan with DLLR. Recommend and approve/disapprove budget and invoice charges

Investigate and draft responses to complaints on topics within the subject matter area of the position’s duties, including inmate correspondence, informal grievances and administrative remedies appealed to headquarters by inmates. Follow-up with institutional principals and staff as needed.  Interview inmates regarding their complaints. Coordinate with the Inmate Grievance Office regarding hearings held in response to the appeals. This is a quasi-legal proceeding which is related to inmate access to the courts.

Research and complete surveys and other requests for information from government agencies, institutions of higher education, and private citizens regarding inmate training and educational programs.

Serve on the Division’s Interagency Apprenticeship and Training Committee which serves as the policy and oversight body for the agency’s registered apprenticeship program.

Serve on the Education and Workforce Training Coordinating Council for Correctional Institutions (EWTCCI). Serve on the Special Education Advisory Board. Serve on Workforce Development Committee with DLLR. Serve on the MCE Advisory Board. Serve on the Occupational Skills Training Center (OSTC) Printing Advisory Board

Consult with DLLR Correctional Education staff on appropriate educational programming at current, new, or expanding institutions given financial, facilities, and staff limitations. Recommendations made to: Director of Correctional Education, Director of Programs and Services, Deputy Secretary of Operations, Regional DPSCS Directors, Wardens, and Assistant Director for Case Management.

Decide on new training programs (or to close an existing one) for apprenticeships training in coordination with MCE, DLLR Correctional Education, and DLLR MD Apprenticeship and Training Program. Recommendations made to: Occupational Coordinator, Director of Correctional Education, Apprenticeship Specialist-DLLR, Wardens, and Assistant Wardens.

Recommendations to terminate or relocate education/training programs because of low utilization, poor results, and facilities problems in consultation with DLLR and DPSCS management. Recommendations made to: Director of Correctional Education, Wardens, Director of Programs and Services, and Occupational Coordinator.

Serve as the educational contact for the development of education and vocational training; and, library services for new construction and major renovations. Work with staff of the Capital Construction Office and consultants to develop program descriptions, facilities design and layout, equipment, and security. Participate in monthly progress meetings during construction, follow-up on post construction problems.

Participate in program evaluation of Correctional Education and Training programs in conjunction with Research and Statistics Unit, Department of Labor, Licensing, and Regulation, and Maryland Correctional Enterprises. Review data submissions for StateStat and Managing for Results (MFR) and provide analysis and recommendations to Director of Programs and Services and Deputy Secretary for Operations.

Performs other related duties.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a Master’s degree or equivalent 36 credit hours of post-baccalaureate Human Resource Development or Educational Leadership coursework. In order to meet this requirement an unofficial copy of your transcript must accompany your application (see further instructions below).

Experience: Seven years of related experience in coordinating or administering education programs or services in the area of adult education. Experience must include two years of experience directing professional education programs.

Notes:

1. Two additional years of experience, directly related to adult educational program development along with a Bachelor’s Degree may be substituted for the required Master’s Degree.

2. Possession of a Doctorate in a field related to educational studies may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one (1) year of which must have been in an administrative supervisory or consultative capacity.

For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.

DESIRED OR PREFERRED QUALIFICATIONS

Leadership development experience to include assessing and analyzing third party contracts.

The incumbent in this position is a member of bargaining unit G and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
