Main Purpose of Job

This position serves as the supervisor for the Licensing Specialists in the Regional Office of Child Care as they process applications for the licensure of child care centers, the registration of family day care homes, the issuance of Letters of Compliance to certain religious child care programs, and the approval of nonpublic nursery schools in Prince George’s County while providing management and supervision for the Regional Office in the absence of the Regional Manager and supports the office’s goal of protecting children in and out of home care.

POSITION DUTIES

Examines licensing record documentation, including data from automated data systems Child Care Automated Tracking System (CCATS) and  Educator Licensure System (ELIS), in order to ensure completeness and accuracy of case files by reviewing licensing, registration, and nonpublic nursery school application and maintenance documents, inspections reports, requests for changes in operations, and reviewing automated systems’ data where appropriate; supervises and evaluates performance of Licensing Specialists in order to positively communicate information to employee for ongoing performance management purposes by conducting staff meetings, reviewing CCATS and ELIS reports and using PEP (Performance Evaluation System) evaluation standards and forms; evaluates and assigns complaints to assure timely initiation of investigation and resolution by following standard OCC (Office of Childcare) compliant investigation procedures.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Bachelor’s Degree in Child Development, Education, Social Work or Psychology from an accredited four-year college or university. 

EXPERIENCE:  Four years (4) of experience inspecting, licensing and monitoring child care centers, family day care homes and nonpublic nursery schools. 

NOTES:

1. Possession of an associate’s degree in early childhood development, teacher education, sociology or psychology and six (6) years of work experience inspecting, licensing and monitoring child care centers, family day care homes and non-public nursery schools may be substituted for the Bachelor’s degree.

2. Applicants may substitute post baccalaureate course work in Child Development related curriculum at an accredited college or university at the rate of 30 semester hours per year for up to two years of the required experience.

* 3. Employees hired into the Child Care Licensing Specialist job series prior to July 1, 2007, shall be considered to have met the above specific education requirements.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of procedures and practices for ensuring safe and sanitary conditions at child care facilities, day care centers and family child care homes; knowledge of laws, regulations, and codes for operating child care facilities; skill in organizing multiple program evaluations and complaint investigations; skill in presenting workshops and teaching child development techniques; ability to develop and initiate policies and procedures and to present recommendations clearly and concisely; ability to exercise good judgment and discretion in the interpretation and application of division policies and procedures; ability to evaluate educational credentials, certification requirements and criminal background investigations for child care facility staff; ability to communicate and establish and maintain effective working relationships with the public, staff and other agencies.
