Main Purpose of Job

The main purpose of this position is to serve as the Principal Administrator overseeing the Real and Personal Property tax credits for businesses granted by the Department. These credits include (in order of magnitude): Enterprise Zone Tax Credit Program; BRAC Zone Tax Credit Program; Brownfields Tax Credits; and Businesses That Create New Jobs Credits.

POSITION DUTIES

This position prepares statistical and other special reports concerning Property Tax credits to be used by the agency in preparation of the Annual budgets, Audits, and responses to inquiries from the Governor's Office and the General Assembly.  The position will have contact with and will respond to all inquiries concerning the various Business Property Tax Credit programs from Businesses, Local Economic Development officials, Department of Legislative Services, Department of Budget and Management, the press and other Media groups, and the General public.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Bachelor's degree in Accounting, Business Administration or Finance from an Accredited College or University.  Transcripts must accompany application.

Experience:  Six years of experience auditing, examining, analyzing and/or interpreting data.

Notes

1. 30 Semester Credit hours in Accounting and related courses, including or supplemented by 3 credit hours in Auditing may be substituted at rate of 30 Semester Credit hours on a year-to-year basis for the required education.
2. Additional Graduate level education at an accredited College or University may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces Military service experience as a Commissioned Officer involving Staff work related to the Administration Rules, Regulations, Policy, Procedures and Processes, or overseeing or coordinating Unit operations or functioning as a Staff Assistant to a higher ranking Commissioned Officer on a year to year basis for the required Education and Experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in the classification may be assigned duties which require the operation of a Motor Vehicle.  Employees assigned such duties will be required to posess a Motor Vehicle Operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
