POSITION DUTIES

The Department of Budget and Management (DBM) is recruiting for an Administrator IV that will serve as the Legislative Liaison to the Maryland General Assembly and is responsible for ensuring that the Secretary and Deputy Secretary of the Department of Budget and Management are made aware of legislation impacting the Department and/or State operations.  This position will be responsible for DBM’s legislative initiatives and responses to legislative requests.  This position will draft departmental legislation, position statements, testimony and fiscal notes; meets with legislators and legislative staff as directed by the Secretary.  This position will oversee and coordinate DBM responses, Joint Chairmen Reports, and legislative reports/studies to ensure they are accurate, timely and responsive to the request.  This position will have the highest level of contact in State Government with regard to legislative issues and policy issues.  This is a political  special appointment position and will serve at the pleasure of the appointing authority.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. 

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a  year-to year basis for the required general experience.

SELECTIVE QUALIFICATIONS

Three years of this experience must have involved one of the following:  responsible for legislative initiative and responses to legislative requests; drafting of legislation, position statements, fiscal notes, and/or testimony.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have extensive experience with the State of Maryland legislative process, assisting with the implementation of laws and related regulations.
