Main Purpose of Job

This executive leadership position serves as the Deputy Secretary for the Department of Health and Mental Hygiene's Health Care Finance Office, also known as the State Medicaid Director. The incumbent will provide leadership and direction for all Medicaid initiatives including financing mechanisms, delivery systems and quality initiatives. The successful candidate will be responsible for an annual budget of almost $9 billion and more than 700 permanent and contractual employees in five distinct offices. The position requires a comprehensive knowledge of current trends in Medicaid, Medicare, and/or commercial health care benefits, services, and payment and delivery systems. The position also requires the ability to perform strategic planning, budget preparation, policy and program development and implementation of federal and state initiatives. The successful individual must have considerable knowledge and experience with large scale organizational functions related to administrative planning and management principles, as well as experience managing a large and diverse staff. The individual in this position will serve as a subject matter expert and provide policy guidance to the Governor's Office and the General Assembly on Medicaid issues and will serve as a liaison with federal officials, advocacy groups, and other stakeholders. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Possession of an advanced degree from an accredited college or university with major study in accounting, business management/administration, public administration, health care administration, law, or a related field. 

Experience: Seven (7) years of health care financing experience, three (3) years of which included managerial and supervisory responsibilities for program administration, program planning and evaluation or related management experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The desirable candidate will exceed minimum qualifications and possess strong executive leadership skills with key strengths in management, innovation, financial management, and cost control, quality service improvement, and change initiatives.  In addition, they will possess the ability to communicate effectively orally and in writing with a variety of individuals, including legislative bodies, executive level officials, and peer organizations.
