Introduction

This position is a special appointment with the Governor's Office of Crime Control & Prevention. The position serves at the pleasure of the appointing authority.

The MSAC Director reports to the PRT Chief and provides policy recommendations, oversight, and management to the Maryland Statistical Analysis Center, which is responsible for collecting, analyzing and disseminating criminal and juvenile justice information that informs and contributes to the development of effective policy.

Main Purpose of Job

Support the work of GOCCP to assist local and state criminal justice systems in efforts to improve public safety by implementing evidence-based practices. Conduct policy research, statistical analysis, and facilitate group discussions. Promote and coordinate statewide and regional law enforcement and public safety linkages and partnerships between and among Federal, State, and Local agencies. Responsible for writing legislative and policy reports as well as project and evaluation proposals. Monitor federal and state grants focused on research and mapping. Represent GOCCP at various criminal justice stakeholder meetings (CJIAB, Dashboard Steering Committee, Cross border, Gang Containment, etc.)

POSITION DUTIES

  • Managing the activities of all MSAC employees
  • Providing statistical analyses and performance measurement for the Managing for Results (MFR) report
  • Developing and implementing survey instruments for quantitative and qualitative research studies
  • Managing research and providing criminal justice related policy analyses
  • Providing in-depth quantitative analysis for reports on criminal justice topics to support crime legislation
  • Assessing the needs of Maryland's criminal justice agencies for specific statistical and other information for the planning, implementation, and evaluation of criminal justice programs
  • Supervising the technical assistance of data collection, interpretation, utilization, and sharing of statistical information
  • Managing the repository and analytical operation for traffic stop, SWAT deployment, ECD discharge, criminal citations, and juveniles charged as adults as required under Maryland law
  • Managing statistical research grants awarded out of GOCCP including application, methodology for legislative mandates, state research projects, and criminal justice program evaluations
  • Writing the BJS application and completing quarterly progress reports for the annual State Justice Statistics (SJS) program to support the work of MSAC
  • Coordinating state-wide crime mapping and crime analysis activities
  • Serving as the GOCCP coordinator for one or more Safe Streets programs including assistance with project development, and progress tracking
  • Serving as a member of the Justice Research and Statistics Association (JRSA)
  • Participate in quarterly JRSA business meetings, and attend the annual NCJA/JRSA conference
  • Updating the MSAC website
  • Providing support to the Training Unit at various trainings and also with analysis of training evaluations

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:

  • Bachelor's degree in criminal justice or the social sciences
  • Master's degree that includes emphasis on research methodologies and statistical analysis.

Experience:

  • 2 years analyzing criminal justice related data
  • 2 years of experience writing publishable papers and reports related to criminal justice

DESIRED OR PREFERRED QUALIFICATIONS

  • 1-2 years of managerial experience
  • Knowledge of Microsoft Office Suite (especially Excel)
  • Experience using crime mapping software programs and techniques and computer functions including statistical software applications such as SPSS
  • Excellent written and verbal communication skills

SPECIAL REQUIREMENTS

Employment is contingent upon a required criminal history records check through the finger print process.
