Main Purpose of Job

The State Treasurer's Office (STO) is responsible for receiving, depositing, investing and distributing State funds, anticipating the monetary needs of the State and, on behalf of the Board of Public Works, conducting bond sales several times a year to ensure the State's financial ability to meet its fiscal obligations. The State Treasurer's Office also provides lease-purchase financing of capital equipment for State agencies and handles insurance needs for State government. The I.T. Division serves to enable and enhance these functions through the use of the most advanced and secure technology available.

This position is an Executive Service position that serves as the Director of the Information Technology Division. The primary purpose is to establish, plan and administer the overall goals and policies for the Information Technology Division to meet the needs of the agency's operations. Duties encompass a wide variety of technologies and financial protocols, and requires specialization in I.T. security standards and best practices, sound judgment in application of that knowledge, and the ability to envision and effectuate global solutions.

POSITION DUTIES

Examples of responsibilities include:

Ø  Manage all operations of the IT Department including Help Desk, database development, training and education programs, LAN/WAN design and support; manage and empower IT staff to successfully carry out their functions

Ø  Analyze the IT needs of each division in the STO and assist in establishing priorities for systems design and implementation to develop new and/or modify the STO’s current information processing systems

Ø  Develop, implement and maintain a 5-year plan which analyzes the scope of the division’s current processes and technologies and aligns them with the agency’s technological initiatives, working in tandem with other divisions in the STO, other state agencies, financial institutions, and other business partners in order to standardize and streamline business processes through the use of technology to support long term business goals

Ø  Develop Requests for Proposals and contracts with outside consultants as required, as well as oversee all technical projects performed by internal IT staff or external contractors;

Ø  Establish and implement network security and data backup procedures for the STO to protect proprietary data and systems from compromise, breach and/or disaster

Ø  Supervise individuals assigned to project teams, including training and delegating of assignments and monitoring of performance; initiate and manage IT Division projects, monitor and report status, and bring to timely and successful completion

Ø  Prepare annual IT budget, verify expenses, develop strategic plans and provide support to all areas of IT.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology related field.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have 10+ years of IT experience, including 4+ years of progressively responsible LAN/WAN experience and 6+ years of direct management experience; demonstrated ability to communicate and work effectively with non-technical managers and support non-technical staff; proven ability to manage project plans, budgets, cost/benefit analysis and produce positive results.  Must be able to effectively communicate complex technical topics with all levels of associates including management.  Knowledge of or experience with AS/400 / IBM i5, RPG, Novell, NT, SQL Server, web-based applications and application / operating system migrations are a plus.

This is an Executive Service position which serves at the pleasure of the Appointing Authority.
